I always now set the ilv to 490, which has meant better parties.

This is a good idea tbh. People fall into the trap of thinking "but it's only 450 requirement so setting higher is unreasonable". In reality, 490 is currently the casual ilv that's easily obtained with a mix of augmented crafted, Nier and allegory. Having 490 simply shows you've played your character a little since hitting lv80 and have put a small bit of effort into gearing. It's fair to ask for that much.
