A friend was wanting to create a mansion but didn't really have an idea of how to lay it out. I am going to help them get there layout plans together to help them get it made. Then I had an idea to offer a service in game for gil to help make blueprint layouts for people wanting to design inside of a house but had no idea how they wanted it laid out. Would this be a violation of Terms of Service for offering a service like this in the game for gil?

You are offering an in game service for Gil much as a crafter does. This is not against the ToS.

If you accepted any form of compensation outside of the game then it would be against the ToS.

As long as you get paid solely in Gil or other ingame commodities and it does not involve logging into another persons account I see no grounds for a breach of the ToS. Once real money enters into it things are different but what you describe is perfectly in line with the people who do interior decorating for other people.

Nope, it's fine. Plenty of pro housing interior decorators out there offering their services for gil.
