More Open World Content / Conquest

[...] It's only an idea, but if 'Signet' (cast on you from npc) was to sync your level down in order to allow for more difficult encounters offering a different system of content. This is where Conquest hunting logs could come in or a new FATE system for Conquest?

I'd be open to giving a system like that a go. I'd even be happy if all they did was expanding the FATE level sync button to be zone-wide.
