OMG, I know exactly what device it is. It's a Digital Audio (S/PDIF)(High Definition Audio Device). I tried disabling it and uninstalling it. But it kept coming back!If disabling the windows enumerator doesn't work for you, it could be that a device in your device manager (NOT your controller) may be faulty and repeatedly resetting, which causes the device manager to refresh all device connections to try and reconnect (which only impacted ff14 for me due to it's really finicky controller detection).
I personally had this issue years ago on an older computer, if i recall correctly i ended up solving it via keeping an eye on the device manager and the computer's event logs to find what the faulty device was (it was a network printer device for me, but others have had it on other things from my old google searches), and then disabling that.
