I personally had this issue years ago on an older computer, if i recall correctly i ended up solving it via keeping an eye on the device manager and the computer's event logs to find what the faulty device was (it was a network printer device for me, but others have had it on other things from my old google searches), and then disabling that.

OMG, I know exactly what device it is. It's a Digital Audio (S/PDIF)(High Definition Audio Device). I tried disabling it and uninstalling it. But it kept coming back!
