If you aren’t positive that the run-selling is RMT, then the player really hasn’t done anything wrong.

Moreover, if some kind of content built for 8 people can be done with 7, perhaps the content isn’t really that difficult -or- the 7 man team has earned some kind of right to “sell” their skills.

The only way they can sell you an ultimate clear is through account sharing which is against the TOS. It simply cannot be done with only 7 active players and no party will teach you the fight as this would take hours or days as one mistake is usually going to wipe the group. Selling a clear means they will log in with your account and play with your character to get you what you want. So even if it is not RMT it is still a bannable offense.
