There's a thread on the Lore section of this forum that correlates and debates all the known info about the state of the Ascians and each overlord's whereabouts, found here.

The simple fact is we just don't know about those four, although my speculation is given there are four Shards still unrejoined, they're possibly on each of those worlds setting up the groundwork to eventually rejoin them too, so we'll probably find out eventually, especially as 6.0 is meant to be the finale to the original 'Hydaelyn/Zodiark/Empire/Echo/Ascians/Primals' storyline begun with FFXIV 1.0.
