sure they does different, but they share the same housing plot, so give someone an advance to get house over other because they are too lazy to get a house for themsevle is unfair for solo player, every should have equal chance in that thing
That first line of your post OP, this is misinformation.
in 5.2 the new wards were available to only FC's AND Private house RELOCATION at the start. So no, it wasn't only FCs.
Still, otherwise i agree. Its just going to be a bumrush for which bots can buy the most houses the quickest. If SE doesn't do exactly what they did last time, suddenly we'll be seeing housing plots for sale being advertised by RMT bots.

The system is terrible, but locking individual players out of it isn't the answer, it just creates different problems.
Until they address single-player FCs' property rights it doesn't make sense to give FCs priority over individual players.

I’d prefer it the other way around. Player housing for players. Tired of not being able to get a house because some people who own FCs use them for obscure content.
I'm a firm believer in everyone (literally everyone) having a chance at a house, so this band-aid fix coming with the next patch is something I support.

I get that they wanted to expand FC content but in that case the gardening and the submarine stuff should be open to all the players in the FC and not just whoever the company says. As it stands they’re gating individual players from ever having more than a small house and even that seems ubobtainable right now.
When I did have a house I enjoyed the gardening side of it. This is being denied to almost every player. FCs imo should really be little more than a chat and should be entirely optional but they decided to gate great buffs and player housing behind it.

Ideally, the average FC should be somewhat smallish (<30-40 people). The problem is that this game hemorrhages players, and FCs need to overrecruit just so they can manage half a dozen people on at any given time. The gigantic FCs that max out membership and have 30-40 people online at once....those FCs have nothing to offer most players. Certainly no sense of community, because it's just a bunch of people shouting over each other, and the owners couldn't give less of a toss about the people joining.
With smaller FCs, the chance for everyone to contribute increases. I agree that it'd be nice for everyone to get a chance to do the sub/airship stuff, or the gardening. It'd be great if the FC house offered sort of pseudo-instanced pieces (i.e. everyone has their own garden and whatnot). The sub/airships are costly enough that they're supposed to require the help of a bunch of people from the FC to acquire materials, but in my last FC I pretty much was able to manage all that stuff myself (though in this case it's because literally nobody else wanted to.) And I enjoyed that aspect, and it does bum me out that the FC I'm in currently keeps that stuff out of the hands of all but the top 2-3 people (enough that I've had one foot out the door almost from the day I joined.)
Not to mention they removed the last requirement for collaboration when they let the workshops function with just one person. I actually liked that because it forced us to get other people involved (even if we had to bribe them), and it punished all those phony 1-person FCs that frankly shouldn't be allowed to exist.
As expected, this decision meant that the moment I logged into the game, all the plots are already taken by rich private crafters for their private housing, depriving me and my 9 friends in my FC of housing content.
Considering that there's nothing stopping one account from making eight FCs on each of their different characters on a server and buying up plots outside of gil and luck, I don't think your problem should be with private individuals buying their first house, whether or not they're also in an FC, but with the people who go around bragging about using loopholes to get their 4th.
There are countless reasons someone who is or isn't in an FC might want private housing. There are also countless ways people have abused FC housing to deny them and other first time home owner FCs a shot at owning and decorating a house. Anger should be aimed at the easy to abuse systems in place and the toxic players who want to hoard a limited resource, not some disappointed player who wanted their first plot as badly as you do.
