Really, though, this suggestion has the same problem as almost every one on these forums: You're offering a solution while barely (if at all) giving attention to the problem you're trying to remedy.

The issue here isn't that elusive jump has too long of a recast time, because anything you should be able to avoid using this ability, should also be able to evade by just running away. Your melee range is long, you don't have to be right up on the mob, and that alone gets you out of range of some AoEs.

The issue that it seems you are trying to suggest is that there is an imbalance between the risks of melee dps vs ranged, without the rewards. This problem has been brought up countless times and didn't require a new thread.
