reduce elusive jump timer to 30 seconds

shorten to 120 second then to match, since its supposed to be the equivilent but fancy looking.

It is 180s across other classes. The 120s is for ARC/BRD, who has no other skill to use alongside it. DRG has Chameleon as well alongside Elusive Jump. The best enmity down skill in the game from what I can tell is Freeze on BLM, every 120s alongside them being able to use Chameleon. Let's be honest though, they need it lol.

I disagree, Elusive Jump is simply your "Ohh crap!" button, getting you out of trouble if you do not watch yourself. Making it 30 seconds will let the Dragoon go all out without the worry of hate.
