Why is this duty not allowed to have "Duty Complete" set as a requirement in party finder? It works on practically any other High-End-Duty or Extreme trial within that category but this one, no. We can even set it for "Loot" but it drops nothing.

Likely for the sake of getting new players into Ex content by pretending it's not Ex.
This absolutely seems intentional since it's unique in this aspect, so it's the only reasoning I could think of.
I don't mind it, personally. I'd rather help people get up to par. Some people really could use the help and motivation.

When i am trying to get my weekly clear or a retelling and in the party clearly labeled as such, we get such gems like
People dead to the first Hailstorm, because "lol spread, it does not hit that hard (spoiler it does)"
Tanks having no idea how to Ice Brand, or cleaving the group with Bash
4 people dead to the bow.
Entire group minus the tank eats an Avalanche and does their best impression of "look i am an ice sculpture"
Like imagine if you were getting first timers in your farm parties. That would go great.

2 things
1) If someone were to pitch 2 difficulties to me as "Unreal" and "Extreme" i would never think Unreal is the easier/ more approachable of the 2
2) It is nice sometimes to join a group that needs help getting a clear and just enjoy the difficulty and watching people grow, but when I just want my weekly clears, running into the people that think they know what they are doing end up making it harder and more troublesome.
I'd agree if the DPS check wasn't so tight. The mechanics are simple enough that new players can grasp onto it but the DPS check actually requires you to be half-decent at your class.
ATM, I just set the ilvl to 490+, it's the only way to try and filter out some of the super fresh players. It's pretty unfortunate and I do hope that at least by the next unreal we can mark Duty Complete.
Even ilvl 490 doesn't save you from people who have no idea what they're doing. After 6 months it's easy to have that ilvl, especially with the 490 upgraded crafted gear, 24man catch-up gear and the readily available crystarium upgrade items. Now you could set it to 495 but you really shouldn't have to set a savage gear requirement for an ex trial.

If you set the item level to 490 you’re locking out more efficient players, than players who don’t know what they are doing.
I specifically cleared this in 2.0 as all jobs, but don’t have all jobs to 490.
For this fight I go tank, since tank is most in need for it. For savage and such I go DPS or healer.
I could easily go DPS or healer for Shiva but again, tank is most in need.
They just need to let you set it to duty complete. This is such a pointless choice.
