I'd prefer if they implemented content-scaling with amount of players attending.
It's what I dislike about the raid-statics. If - say - a friend joined your fc but you can't invite him to your static, because it's already full, you then have to either exclude him or join another static . It'd be another thing if there wasn't a penalty for joining a raid, when you've completed it already this week... Although being in two statics could be much.
That's what I liked about the WoW-raids. Got a friend? Great, let him join! Member doesn't have time this week? No problem, since it scales you don't need to find randoms.
Yes, this example was about the raid with much more players than the thread is about. But I needed an example.
The point is: I'd much more prefer that the content would scale with the number of players participating, than it being fixed for a specific amount of players.

They could take what they have for the Masked Carnivale, but make it low man content, and fill in vacant slots with Squadron/Trusts
Like the Colosseum from FF7/FF7R where it's basically floors of mini boss fights until the main boss. So you have that option to run with friends or with Ai. If they really wanted to, they could add a "Chaos" mode where you could get gear that rivals Savage in item level once a week, but the challenge would be ramped up.
They did showcase for the Bozja content you can go 1v1 in a Savage/Ultimate style fight against a large enemy... could be a testing ground for content by seeing how well it's received.
