GW2 has been getting content from the Icebrood Saga (basically Living Story Season 5), and their new expansion End of Dragons was just announced yesterday.Yeah, I would've had more respect if they added the race they pointed to as, to make present to us one of the points why they added hrothgar; "we were surprised at how well received lupin were." hrothgar feels like a decision made to grab elders scrolls/guild wars 2 players (specially GW2, a dying game which stopped getting new content).
They announced its ending last year, it wasn't an abrupt end yesterday.

Unless I missed something, they were very vocal about never adding new races/genders moving forward. They were very firm on this too. Usually, they're very vague and always make it seem like "maybe" but this time around they flat out said it wouldn't happen.
Square enix knew of the arenanet layoffs in 2018/2019, then an announcement of taking GW2 into the sunset was made by them; they haven't had an expansion since 2017. They've been held by tape and spit with episodes for like 3+ years now. Their expansion announcement is them burning their last drops of fuel hoping for a miracle, notice how it was just an announcement.

This was before ShB. Viera and Hrothgar were never supposed to happen. However since SE dug themselves into this hole, they have to get out of it. So they will add the other genders.
This is why it is always bad for Devs trying to be nice to playerbase.
Players will twist Dev's act or kindness into their own self-entitlement
