Just to clarify, are you still experiencing the issue after the Windows reinstall? You mentioned reverted back to the same state.

I've reinstalled Windows up to the path prior to that update and it worked fine, but when I downloaded the latest patch (mentioned above) the game did not want to launch.
So I kept my windows Version just before that update and disabled automatic updates (to keep playing of course).
Maybe it's because the launcher uses Internet Explorer to function but, the changes made to Microsoft Edge may have impacted Explorer as well (?).
