Because, unlike all other 8-man raids, there's only one difficulty level for the Coils of Bahamut, and It isn't Easy, at all. Putting this in a roulette will require a pretty good reward that worths all the wipes you'll suffer before clearing the selected Duty. And not even that will prevent the big amount of ragequitting that will happen

If your friend is in it for the story, then I would just take care of it with an undersized party. If you go that route, you could just sync the final fights of each tier to help speed things along while also taking on very challenging encounters; you also might have more luck as the players who are willing to help are more likely to do so for the final fights, but I would try to find an acceptable compromise as it is a lot of battles you're talking about.
As for putting them in a roulette, this won't happen unless a team goes in and tunes them to fit normal mode difficulty. Coils unfortunately came at a time when the devs still had a steep learning curve to get past, and part of the reason why we have NM raids now is because Coils didn't have them then.
All of them can be soloed at level 80; all but 2 or 3 of them extremely easily at that.
If you don't want to wait, put up a PF announcing you have a first time bonus; you'll eventually get a level 80 that wants the poetics. Warn him that you're watching the cutscenes, if you intend to.
COils needs to stay out of roulette. I don't want to see it nerf because that is exactly what will happen. Just like my boy TG from Orbanne.
As for your PF woes, I mean depends on the time of day you put up PF on Aether. I seen a handful of PF for BCoB synced for first timers. It takes a good few hours to run it if you include cutscenes and such. Maybe PF in chunks like T1-T4 and so on. Because its definitely not an easy raid at ilvl sync if you don't know what you are doing. But if you are trying to do it now it may not be the best since the Yokai event is going and the Rising Event is about to hit as well.
What you're asking for is impossible, and nothing SE does will ever change that. You just have to accept the fact that the content is very very old and very very difficult. Either suck it up and do it unsynced, advertising in PF that you have first-time bonus and will be watching cutscenes, or if you have your heart set on doing it the hard way, be prepared for a long wait and a lot of frustration along the way. It IS still possible to run them synced and get something approaching the original experience of the content, but finding those few people out there who are willing to help you is going to be a tall order and require a lot of work and patience on your part. What you're asking is an extremely unpopular method of doing the content, and you'll just have to accept that when you want to do things in an unorthodox way, you're going to have to put in more effort to find people to help you.

Not asking for an easy clear, just asking to be able to play old content without jumping through 7 hoops if possible
This will not work as you expect. I guarantee that people will just leave if they get a synced BCOB in a normal raid roulette.
