This is actually true... Difficulty is based mostly off of the content... not the gearNot to get into this but that is not what shot XI in the foot. If anything it probably helped the game live a little longer. Godmode materia allows for fights to be a LOT harder, and a LOT more difficult. Final Fantasy fans love stupidly powerful bosses. There's a reason why Square included mega boss fights in its console games (optional), because we love doing them. Making players more powerful means you can make bosses more powerful, which is very thrilling for most of us.
Do you know how much i'd love to be decked out and face something that could still kick my ass? It makes that accomplishment of defeating it THAT much sweeter. If you keep the players relatively weak then there becomes little point in trying to become powerful at all. You have a low ceiling, and even if you hit it the content is still the same old difficulty. It stagnates the game more than anything else. Powerful materia are a very very very good thing.
