No. Trying to learn a job one skill at a time can promote bad habits built on incomplete information. It's okay to learn a job incrementally but even when leveling from 1, people should be considering their entire action list so that they don't get trapped training themselves to use the actions wrong. The principle of specificity of training says that neurological and muscular adaptations are heavily aligned to the mode, duration, and frequency of training. If you spend too much time practicing with an incomplete skillset, you're going to be really good at using an incomplete skillset, but you might have to work harder to replace some of the bad habits once you get the complete skill set.
You definitely don't need to start at Lv1 to be able to play a job well at cap, so choose whichever way of getting to cap works best for you.
