Most people have the default response of "No just level it" because sadly most players DO just jump in to content with it with nary a clue with what they're doing with the job....Buuuut as you said in your post, you'd look up some basic guides and practice on dummies first - That attitude sets you apart from many that just want to jump in head first and bury their head in the sand, so i i think in your case it'd totally be worth the investment if you dont want to invest the time in to leveling it, its your money after all!

While I would personally never pay for something I can do for free, if it is available, you don't mind the price tag and don't want to be bothered leveling... then sure.
Be kind and practice before going in parties

I think it's a personal choice to be honest with you, u can't go wrong either way.

Some learn better by by the lvl'n process getting one skill at a time, some however can learn just fine with all those skills laid out in front of them, either way if your willing to learn then it doesn't matter if u skip or lvl traditionally.

Judging by your post u seem willing to learn so if I were u I'd buy the boost potion because either way you seem like a person who's willing to take the time to learn, plus the dps que times u complained about have got u to the point were u strated a thread about it so I'd do it.

I bought one for my alt, but I already knew how to play the job I boosted, but if think about it anytime we get a new job it's like thier boosted cause we get all those skills at once and learn em.

When the devs go to retune jobs for a new expansion they usually rework abilities to make the job feel fluid/unique/fun from it's starting expac level (in this case 70) to it's new max level. I wouldn't blame you for a second for buying a skip. Levels 1-60 of any job in this game bores me to tears.

No. Trying to learn a job one skill at a time can promote bad habits built on incomplete information. It's okay to learn a job incrementally but even when leveling from 1, people should be considering their entire action list so that they don't get trapped training themselves to use the actions wrong. The principle of specificity of training says that neurological and muscular adaptations are heavily aligned to the mode, duration, and frequency of training. If you spend too much time practicing with an incomplete skillset, you're going to be really good at using an incomplete skillset, but you might have to work harder to replace some of the bad habits once you get the complete skill set.

You definitely don't need to start at Lv1 to be able to play a job well at cap, so choose whichever way of getting to cap works best for you.

I sometimes can't tell anymore if people level jump or not. It just feels like more and more people do, because I get so many horrible groups at high level content. People at level 70+ still not knowing what role skills are, Summoners using Ifrit on big pulls. I feel that ever since potions became a thing people started playing even worse.

It is for ALTs if you have them.
Gets you caught up, you can start the class at just 10 levels below the max so you at least have access to most of your rotation, and your given the best gear at that level as well.
Plus I think about Half a Million in Gold Pieces. Or 1 Million if you play the long game and trade it all into the Enclave.

In my opinion, it depends on how you, personally, are most comfortable learning.

Jumping straight to 70, you're presented with a daunting array of skills. I could easily see this as being confusing to a player. It can be bewildering finding a skill that says, "May only be executed while under the effect of Dragonderp" or whatever, and have to search all the other skills and traits to try to figure out where that damn Dragonderp comes from.

Some are fine with that, but others might benefit from being issued the skills a few at a time. The job may play entirely differently at low levels than high - but the low levels are where you learn what the skills do on their own.

If you care at all about the story and lore of the game, the job quests often have some interesting things to tell. Thanks to New Game+, you can revisit them whether or not you use a leveling potion, but I personally feel a lot more satisfaction when the next job quest is something I can work toward.

And, let's be honest here - leveling in this game is super easy. You can reach max level in like a week or two of casual play (depending on what you consider to be "casual"). It's not like FFXI, where it could take the better part of a year to get a job to max level.

In general, I tend to think it's absurd to pay for a game, and then pay them AGAIN to play part of the game for you, but hey, it's your money, and you can spend it how you please!

It just depends on how smart and skilled you are, i also bought the darkknight skip back then to have a tank on my main and instantly was able to play it after reading through a guide for like 10min. What you need isn't a long learning experience in XIV, the game is really easy (and hard to master ofc). You just need the right mindset to not be the strange blackmage that uses only icespells because it's faster, if you actually take your time after buying the skip and reading through the skills and learn it at a training dummy for a hour or so you should be completely fine. It's not math, that comes with the ridorana lighthouse raid not with the jobs. :3
