Is there a way to send mail to someone who isn't your friend?

I was in Stone Vigil when someone started giving me advice on how to heal better as WHM. The way they worded it seemed more like harassment at the time, but looking back on it I feel kind of bad as they were probably only trying to help me improve and I was a jerk back to them for it.

Is there a way that I can send them an apology through the mail system even though they aren't on my friends list?

(EDIT) Just realized this probably doesn't belong in general discussion. If a mod could move this thread to the correct forum, that'd be great. I didn't do this on purpose.

No, but you can always world visit and hope they're online so you can send them a /tell and apologize to them directly.

Under friends or contacts I can't remember which. Should be a tab with a list of players you grouped with. From here you can add them as friend and even whisper them.

Which would be arguably worse in some respects than things were at one point with RMT. They were spamming me with tells at least 2-3 times a minute before SE made them easily reportable. There were very few people who hadn't set themselves in busy status to avoid it. We don't need them opening another door for spam, because they totally would use it.
