When we have to reform our ls (I've thankfully never had to do it because someone just went ape in /l chat), I copy+paste our ls roster from lodestone into a word doc on my computer (you can do it from other sites as well if you have them updated). Then, I let the ls know it's happening and tell leaders privately if there are people that can't be invited back without first talking to me (this is also rare). Most of the times I've had to do this, it is because of inactive people clogging up the roster.

This being said, I agree 100% that LS Master's should be able to boot/invite/promote people without having to be standing next to them. If we have to wait until 2.0 that is okay... but with the introduction of Inns, which allow players to 'hide', a GM should be able to over-ride/boot a member if called by the LS master.
