It appeared that the Cairn of Return has been bugged out in both Palace of the Dead and Heaven-on-High. Hopefully they will fix this in another patch as it's a pain for no combat raise comps if you have no Phoenix Down.

Did it a few times leveling Machinist yesterday and the Cairn of Return worked fine. Never saw this issue.
