I mean, that's what we're assuming. But given SE's track record recently of going back on their word, removing old content and just generally being inconsiderate to the playerbase without warning or reason, they could easily in 5.4 go, "yeah Incitatus? Gone. Here, have a new Bucephalus mount instead."
My faith level in SE when it comes to anything even tangentially related to limited time content is at a hard zero right now.
That's all well and good, but the custom delivery content is both incredibly low-impact content anyone can participate in and keep up with each week, and is massively rewarding to do per week even without the slow crawl towards the final title. Unreal is both unforgivingly difficult, harder to actually participate in, and gives zero reward for doing outside of the tiny amount of leaves per week. They really need more per week rewards beyond just the leaves for Unreal/Faux Hollows to make it not such a unsatisfying chore. The mount should be the cherry on top, but there needs to be a more filling reward structure along the way to keep people engaged.

oh no heaven forbid you can't get everything right away and you have to play the game! Shock and horror! /s
For me that isn't the issue. My issue is that I want incentive to clear Shiva Unreal, but the incentive simply isn't there. "Yay, a Garuda mount reskin!" or "Yay, another necklace that I'll never use!" isn't enough incentive for me. For some I'm sure it is and that's fine. They just didn't really add anything truly interesting, at least in my opinion. At the end of the day, I just want to offer SE some feedback. I don't expect everyone to agree, but I speak my mind nonetheless.
As an aside I would appreciate if the devs implemented a warning that if you commence a duty or something while you have Faux Hollows up, you'll lose your chance entirely. I was just attempting a retelling when DF popped and when I came back it wouldn't let me play. I understand that this is likely to prevent cheating but it would be nice if it would let you continue where you left off at the very least (not that I even clicked any tiles to begin with).
