Regarding Forum Event Related In-Game Items

Will it be possible to receive them in-game without having to have won/be a runner-up in those corresponding events? Be it later, or through a hard quest, I feel it should at least available to everyone at a certain point to have access to that particular item. The latest Garuda video has got me interested in the Scarf of Wondrous Wit; I really want to have an alternate chance of getting the item. Does anyone feel that they should make it possible for other peeps to get these items?

but it'd draw away from the specialness of the scarf. So I doubt they will let you.

Still, 20 scarves? That's way too little. Should be like 100 scarves per server if you ask me as opposed to 20 scarves for the entire community.
