Body and hands from the end game crafting gear usually only allow 1 additional CP to be melded and materia I has the best success rate when overmelding. A lot of players have plenty of gil to spare so they'll go with the almost sure thing even at the higher price.

Also no one remembers that they can be bought with Ixal beasttribe currency. So most enter the market through extraction from low level gear.
