While they might be able to accomplish this within regions as theoretically all the servers/datacenters within a region sit in the same room or in the same property, it'd be a lot harder to do it on a global scale like you're suggesting. Plus it took them a long time to even accrue the funds for the expanded infrastructure that allows us to world visit in the first place, so getting the funds for a further expansion would take awhile. So while it'd be nice to have I don't think it's going to happen any time soon, even if Yoshi-P has commented on wanting to eventually make something like that happen somewhere down the line.
I imagine World Visit between Servers would be a lot more tricky and costly for SE than just within a single Server... Since your character's data is stored on the Server, it doesn't really matter to the Server computer hosting the Worlds which one it puts yo in on said Server...
But in order to visit another Server entirely, and not just another World on your Server, you'd probably have to have your character data shared or even moved between the two Servers.
Realistically, I would expect it to kind of be an additional paid service if it does get done, since they'd kind of need to store people's character's data multiple times between all the Servers...
Also, connecting to whole other Region, it's going to increase your ping. Not by any insane amounts usually but still an increase in ping.
