Honestly, I'm not surprised an old alliance raid didn't pop on day 1 of new content (especially after covid made this patch cycle SO long).

It's also not exactly prime time on their server. I'm not sure exactly which time zone they're in, but going by the forum posting time and the server time in their screenshot they were queuing from roughly 11am to 5pm their local time. It's possible they would have got the pop if they kept going after their post since more people would have started logging in. But yeah, patch day with a brand new raid and it's not surprising that the queue time for an old raid would be very long.

To the OP, they can't remove the pre-requisite because the story lines are linked. Not to be too spoiler-y, but one of the main NPCs from the resistance weapon quests also appears prominently in the Ivalice series and the dialogue is such that it wouldn't make sense if they were able to completed out of order.
