"Unable to complete version check [30410][30607][20457][404]"

Hi,
I've been having this error since 5.3 patch dropped. I downloaded it, my pc crashed when I tried to launch the game, then I rebooted and got this error every time I logged in.

I've submitted a ticket but not heard anything, I was wondering if theres any other help I can get? I've tried;
resetting system settings in launcher
turning off direct X
using fresh boot files from someone else
restarting my PC and network
everything from this thread except reinstalling; https://forum.square-enix.com/ffxiv/...0607-20457-404
changing my boot config file
changing my files from read only in my docs>my games>ARR (they automatically change back, even when the game isnt open?)
running as administrator

Any other suggestions?

I want reinstalling to be my very last option. It took me FOREVER to do it last time because the launcher throttled my download. Would prefer not to deal with that!
