Why should we only have two choices, tho? I think it would be nice to have more.
While I understand that there is a drought of content where players can flex due to focusing on that's that are borderline side activities (like crafting/gathering), I think the cap to Unreal and Bozja is justified as it is clearly meant to catch a wider net of players (particularly as the latter also serves as the alternate leveling route and is relic content besides) as opposed to being for the high-end raiders.
Of course I think this might stem to the devs not "defining" their game by the endgame the way other MMOs do, but instead focusing on making the journey there as enjoyable as well, and approach that I think was inherited from XI (albeit via a different method, XI's apparently relied on the getting to cap to be both challenging and Sysphian if you weren't skilled enough to avoid death's sweet embrace).

Yeah, it definitely makes sense for Bozja and Unreal to be synced. If Bozja is similar to eureka your damage and such would be tied more your rank level anyway not so much your gear, plus its suppose to be leveling content 70-80, not to mention there will be gear specifically for the Bozja with "special stats" that only work in the instance, so yeah they want to incentivize that gear. As for Unreal, doubt its going to be difficult, "Baby's 1st extreme." Feel like the whole point is for newer players to experience old fights that they very likely just burned through quickly. That being said there is definitely a flaw in gearing system, not much to do with once youre geared out, Ultimate is nice, but that about it, plus your gear gets replaced a couple patches later... ._.
You don't lock unreal trial behind the current savage gear, obviously. The requirement has to be lower, because it's still just a trial.
So if you don't sync it, the content will be dead on arrival. Simply take a look at the new extreme on Tuesday and you'll see how trivial it will be to any group that is slightly geared.
Whether it's synced/tuned to 435 or 465 doesn't make that much of a difference. I imagine it's 435 for accessibility (ilvl 430 welfare gear and amaurot accessories).
Because this whole game caters heavily towards accessibility. Like it or not, they don't want to limit content for the most part. If they released something at i490, the vast majority of players cannot access it. Once content loses relevant rewards, people stop doing it. Look at prior Savage tiers. The only reason you'll ever see a E1-4 Savage nowadays is people looking for TEA BiS. And with the new dungeon dropping i475 gear. Those parties will dry up completely. Come 5.4, this current tier will have zero participation for the most part.
While I agree there should be more relevant ilvl content. I've long come to terms with the fact the dev team isn't interested in making it. They won't even do a third Ultimate which likely takes less work than balancing a new i490 trial and giving it relevant rewards; whatever those may be.

My only issue is that this ilvl sync doesn't make sense with any gear tier to put materia in. What are we gonna do? Slot materia in 430 and lose mainstat? Or use 450+ gear and lose materia benefits? The ilvl sync point itself is absolutely weird as there is no i435 set anywhere. Even the ultimate fights could be eased up with getting sets on the exact itemlevel, but I doubt they had to avoid that issue with a casual trial, so why?
Might be accounting for the Relic (higher than average weapon that can be gotten almost as easily as the i430) and the lack of accs of the proper iLevel (since they're dungeon drops).
