The community has been asking for accessible mid difficulty content for years. Something that is accessible but decently challenging. And we get it in the form of unreal trials.
They specifically said "similiar difficulty" not "the exact same thing it was when you did it in crap gear and no idea about your class back in ARR and got trounced". Remember that we also have completely different toolkits than back then; so my money is on unreal trials being a little bit below actual extreme difficulty.
Ilvl 430 is low, syncing it at 435 is low but that is the whole point of unreal trials, right? Besides, you get basically free 480 via normal raids, free 455 via Anamnesis and crafted 480 is dirt-cheap by now so it's not like having 460 instead of 430 flags you as an expert of your class.
You get to max level, you get your artifact gear, supplement it with some drops from the 80s dungeons you had to go through for story anyway and then you can dip your toes in more challenging, current content. While Titania and Innocence are nice and alll, the fact that you don't get synced down and that it's old content means that experienced and geared players will steamroll it for you. Something that keeps its difficulty instead of getting steamrolled by BiS players or after 2-3 weeks of release is good practice for someone who thinks about getting into endgame content.
Savage gear is useful in all content; you are not suddenly naked when getting synced. There is simply a cap to how much you need to grind to get the best stats and anything above will give you a bonus in endgame content but not everywhere. And allowing every type of content to be unlocked means that the gap between casual content and endgame content will grow even further (and it's already huge) because you will regulary see savage raiders steamroll it for you, making it even more difficult to make the transition.
