I had extreme stuttering when I switched to dx9 while attempting to fix another issue.
If you are not already running the game in dx11, try and change it in the launcher settings.

If you already checked that stuff, please ignore me. I just couldn't see any information about what direct x version you were running the game in, and it sounds exactly like what I experienced
