Alliance Roulette desperately needs a split

I know it being called roulette defeats the purpose but, I want a duty blacklist so that we don't queue in to stuff we don't want.

edit: maybe have a limit to it so you can't blacklist more than 1 or 2 duties and so can't force it to only queue for 1 duty. Maybe also not allow it for MSQ roulette since there's only 2.
