If people are doing a daily roulette then chances are they'd prefer to get it done with as quickly as possible so they can go on and do whatever else they had wanted to spend their time doing. So it makes perfect sense people would prefer getting CT over a raid that potentially takes longer.

Yeah that kinda sucks for people hoping to get something else in the roulette, but at the end of the day these roulettes are made to help fill parties for people trying to run specific instances. The roulette rewards are for people willing to fill in 'wherever is needed most', and oftentimes that just happens to be Crystal Tower. Anyone who wants to run a different set of alliance raids can just queue up for them specifically.
