Likely, the issue is the iLevel gap and that even synched, the endgame gear is a mite too powerful for the instances.

The devs seemed to be aware of this as certain dungeosn's max ilevels are lower than that of the expansion, particularly in the case of dungeons like Aumarot, Ala Mhigo and ARF, applying a similar lower max iLevel tothe raids of changing the iLevel system to account for stat inflation would likely be good solution, not just for CT but also MSQ roulette
