There are no rules in the game stating anyone has to wait. Once something is spawned, whether FATE NM or hunt mark, it's fair game.I have no idea if it goes on in any other Data Center, but every time I've gone to Eureka Pagos in Crystal, if King Arthro is spawned, he is IMMEDIATELY killed. I'm not sure how or why this idea started, but it's legit the one thing I personally hate about Pagos. People who can't get there in time for whatever reason lose out on Crystals, Lockboxes, Light, Exp, and a chance for a Speed Belt. Every other NM in Eureka has a PT so everyone can get their things, why is King Arthro the ONLY exception to this? This is the worst kind of gatekeeping I've ever seen in this game.
If you know about the trackers and that the NM train is working on spawning it, maybe you should go and help out. Certainly enough other players are choosing to do exactly that if it's dying immediately after spawning. There's no reason they should have to wait for those who didn't help with the spawn.
I'm also confused about what sort of gatekeeping you think is intended here.
He pops next to an aetheryte, you just /return and warp there asap.
Snow Queen and Taxim are usually pulled similarly fast, but they're maybe not worth using return for.

I spawned that one like a dozen times and never had issues with immediate aggro. Anyone that says it must be because it immediately started attacking people is just making excuses; people can just walk away if they're somehow right where it spawns.
