Can't build 2nd airship

I built one airship and have been sending it out on missions for the last couple of days. I have now finally built all the pieces for a second ship. I have one of each of the four pieces, plus a flight permit, plus fuel. When I click on the Voyage Control Panel and select Airship Management, I only get the option to look at my current ship, or Nothing.

Am I unable to craft a second airship because my first one is currently deployed?

Or is there something else I'm missing?
