All third party tools are against the ToS.
As far as I'm aware damage parsers are the only third party tool where SE acknowledged their use and stated they won't actively hunt down people who use them. They will, however, punish you if they become aware you're using one; so if you are then keep it to yourself.
That's what's official. Unofficially there's really not anything SE can do about you using third party programs that don't provide visible evidence. Bots, for instance, are noticeable, but I'm guessing a zoom tool wouldn't be. If you're just quiet about it you'll probably be fine.
No its not. Even Yoshi stated this in many of hte Live letters. If a GM catches and what not, they are there to enforce the rules. You definitely want to keep it to yourself about third party tool usage.
As from the Zoom thing, it increases the fieldview range beyond what is allowed in the game. While its not hurting in raids, its a huge advantage in PvP scenarios so yes this could get you banned if you talked about it in game.
I don't think there are any zoom hacks involved. Probably player positioning and 3rd camera angle.
when you stand closer to the edge you can almost see the entire arena.
The father you are from center the more you will see.
You can see it here when the DNC goes to the edge to kite.
If they had the camera slightly vertical in the video, I think it would look similar to the picture you posted.

This is defiantly a zoom hack.
The Golden Bahamut picture really makes it obvious that it's a zoom hack. You cannot see the entire arena from one angle unless you're at the edge, and in that image, the player is definitely not on the edge. AFAIK zoom hacks fall under the same clause as parsers, but are generally seen down upon when compared to parsers, because of how much of an advantage they give.
Any tool, app, or mod, that alters the game in any way is against the TOS, get the mod pack to alter fashion and looks, against TOS, get a Zoom tool, against TOS, there is a grey area with tracking tools used by raiders, which SE looks the other way with, but remains against the TOS.
Basically, SE can close your account if caught, however, I hardly ever hear of them cracking down too hard on anything other than Bots, and gold sellers. Also, they don't police Youtube videos.
