Suggestion for how to better allocate open housing plots

Current system favors ppl with scripted clicking who can stand at placard for up to 23 hours.

Better system would be lottery with specific criteria:

Steps:

1) Plot opens up
Individuals can come click the placard
The system will take the required amount of gil for the plot from them at this point
Only one player from an FC will be accepted in the lottery. Subsequent players from that FC will not be added
After a set period (say, 24 hours after the plot became available) the lottery will execute
Lottery losers will receive their gil back via mail after lottery is completed

Priority for rolling will be as follows:
a) FC's with no current housing. FC with most members will automatically win, ties in headcount will be rolled
b) Solo individuals with no housing, higher level players rolled 1st (ie, all the 80's applying)
c) FC's moving house plot, same criteria as above
d) Solo players moving housing

Winners will be sent in mail a token to use on the placard to claim the plot. If not claimed within 24 hours, another lottery will begin.

So in short, with a) you want house flippers to snatch all the plots by filling their shell fake FCs with tons of rerolls only created for that ?

And with b) behind a) you want all the legit homeless players to be tempted to leave their current FCs to make their own shell fake one, just to have a chance to get a house for themselves ?

I am not sure that it is better than the current placard clicking XD The only viable solution to get rid of all the problems is to add instanced housing.

a) can be modified to block FC's that have previously had an FC house or put then down low on the list behind solo players. Flippers are not really situated to pad their shell FC's. Also can substitute rankings meaning the FC's have to have members doing real work in recent weeks. Certainly better than current clickfest.

We already have instanced housing (in a way the whole system is instanced to be fair). All SE need to do is improve apartments.
