Details: I've been playing the game for about a month now. I have to run everything pretty low, but it runs at an acceptable fps- even in Ul'dah. I don't really ever have any lag, but recently (after the most recent emergency maintenance.) the FFXIV client will stop responding, and moments later kick back into gear. Once it starts working again, I'll be r0, but I won't disconnect. I'll get a couple more seconds of functionality, but then the client will stop responding again. Rinse. Repeat.

A quick search online- and I came across this video. It's practically what's happening on my end. (The youtube comment was not helpful, lol.)

Steps:
1. Open up FFXIV from the desktop. The patch check will freeze black for a moment (not responding) then check for any updates.
2. Log in. Everything works fine with the exception of the constant hiccups.
3. Load character, and then logout due to frustration. It doesn't matter if I'm logging in, or playing the game. The problem persists either way.
