Simply put wardens peon stops on debuff, either on use or during its effect timeline. Devine veil is an aoes shield for the rest of the party(not you) after you are healed (cast time spell)

Just thought to note AST's instant cast, Aspected Benefic, can trigger divine veil. Of course in general it's the cast time spells that'll do it- still counting even if you use the spell acceleration skills like light speed. If you wanted to narrow it down further it's magical based, generally cast time based, spells that have an initial potency- as if I'm remembering right WHM regen spells that don't have initial potency and just tick potency won't trigger it (which you might think it would if aspected benefic does, but nah lol; however, medica II will). Luckily PLD's clemency works lol, since they asked how to use I was just trying to give a general paladin perspective.
