Divine Veil applies a buff on yourself that triggers like a Yu Gi Oh trap card by healing effects (magical specifically, so not potions- iirc). Such that if you trigger the Paladin's trap card, lol, by healing them (or you healing yourself) then you apply a shield based on your max hp to everyone around you (some people can be too far away to gain the effect).
So you can Divine Veil right after you get hit hard as you'll likely be cured, use it before raid wide damage and your scholar will probably pre-activate it (or worse case they'll activate afterwards when whatever healer is curing up the damage via aoes, which will just give them some extra buffer), or you might divine veil before you use clemency which will cure you (avoid using clemency unless it is a true emergency though as it will hit your damage to do so).
You can use it before heavy hitters- like using it before raid wide, which can work better in more organized groups, but in my experience almost no healer is going to notice your divine veil waiting to be popped and will heal you as they need to heal you like normal- because it lasts 30 seconds you can try to time it further in advance, which can be more helpful than using it afterwards especially depending on fights (like if a boss hits hard and then goes to a phase cut, no point to have divine veil up for the phase cut). Generally I think it's nicer to save it for raid wide stuff than using it as a personal cooldown, it lasts 30 seconds so there is a decent chance others will use parts of your shield, as the amount of hp prevented if all the shields are consumed is a lot more than if just your shield and like one other persons was consumed (but sometimes something might be hitting hard enough that you're more worried of dying personally, like if for some reason you've a bunch of defense down debuffs on you).
Anyway, expect your healers to not know about it because it's just a little icon and try to time it around as many shields getting used as possible or at least saving someone's life lol (keeping in mind that it's strangely both pro-active and re-active lol, so it takes a bit of time to get it going and isn't an instant task). 30 seconds to trigger Paladin's trap card, and once triggered you've another 30 seconds till the shield expires.
Warden's Peon acts like esuna yes, but if there is nothing to esuna (they have no debuffs) then it acts like an esuna shield. Where it removes the next debuff the target is afflicted with for the duration of the shield. Like a scholar shield acts as an hp barrier for the duration of the shield, and then falls off (except instead of HP it's for a single debuff). So if you cast Esuna on someone and they don't have something to be removed then for the remainder of the duration the next single debuff that can be removed will be removed (or the effect will fall off at the end of the duration if nothing is placed on them that can be esuna'd).

Simply put wardens peon stops on debuff, either on use or during its effect timeline.
Devine veil is an aoes shield for the rest of the party(not you) after you are healed (cast time spell)

Just thought to note AST's instant cast, Aspected Benefic, can trigger divine veil. Of course in general it's the cast time spells that'll do it- still counting even if you use the spell acceleration skills like light speed. If you wanted to narrow it down further it's magical based, generally cast time based, spells that have an initial potency- as if I'm remembering right WHM regen spells that don't have initial potency and just tick potency won't trigger it (which you might think it would if aspected benefic does, but nah lol; however, medica II will). Luckily PLD's clemency works lol, since they asked how to use I was just trying to give a general paladin perspective.
