    I'm happy people like the OP aren't from balmung.

    People from besaid talk on /shout fairly often. They get on, wish everyone a nice day, ask whats going on, whatever.

    If you'd rather have a ghost town just filter it all.

    Also, many times things get rolling because you see there's people shouting to get invited. So doing so is also fair.
