Spam shouting can be a pain but using the search party feature is even worst. I've tried several things in the last server I was, trying to get parties and still felt a ghost town (♪) ...even the NPCs interacted more than them sometimes.
I might be too used to shouts that I dont see them so bad now and I'm not defending the shout spammers but remember that in Ul'dah unless you are crafting people come and go a lot... so shouting from time to time can make a difference to some people. I wish the community to get use more to "search party" but sadly right now /shout helps more...

Agree with the whole people shouting for an invite. Those people can fall off a pier when the tide is out.
Shouting conversations I can just kind of ignore them and be fine...except for certain types of shouts I see sometimes. Basically just 'drama' shouts. You know, * is such a * etc. (admittedly this doesn't happen often) or people whining about the community in shouts. Yes it is annoying that no one is using the search feature, that said does anyone really think insulting the community saying stuff like "they ask for search feature then don't use it because it isn't identical to FFXI's" helps? Anyways to me the two sort of merge into one group of "I want some attention".
Note this is in-game shout, whine as much as you want on the forums that's what they're there for.

Funniest part about shouts was when the server merge happened. Everyone assumed people from the other server were lost and w/o linkshells and were shouting for recruiting.
only 2 small things bother me about some /sh's
1. When people /sh to fill a party when I'm flagged in that lvl range
2. That JP's seam to ignore the auto trans function, I find it odd the English speaking people use it more
when I'm in Uldah I always watch the 'sh's to see if something pops up that interests me
but yes people /sh'n for an invite should just learn to flag themselves, I've been in countless pt's that I've had to finish building the pt because the leader didn't even know about the search function
