FFXIV in Borderless/Windowed causes everything else to lag

I've been struggling with an issue with FFXIV where in Borderless / Windowed it causes my entire system to hang on other applications, browers to completely lag. For example, AMD software will go to "not responding", corsair Icue will go grey and mouse macros no longer work, browers will skip in 5-10 segments, twitch app will freeze and go not responding. It only does this when playing FFXIV in Borderless Windows, and Windowed. Fullscreen @ 144hz is not affected in FFXIV. Another issue is when I select Borderless Window, If I select 72 FPS (Refresh Rate 1/2) I get about 16 frames a second and it lags horribly bad. Windowed mode at 144hz works fine with no issues.

I want to play in Borderless since I usually browse the web and multitask while in game or doing other things. All my applications hanging is causing an issue.

Other games are completely unaffected, WoW, ESO, Warhammer, Apex, CoD, etc...

To prevent repeating previously attempted troubleshooting, what have you tried to alleviate the problem? Does this issue happen when Final Fantasy XIV is the only program running? Also, could you provide a system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.'

Close everything else on the computer? I don't want to close everything else on my computer..... I'm on a computer so I can have more than 1 thing open at a time. If I need to close all applications to play this game I think that's a huge problem. The 100% way I can re-create this issue is put the game in Borderless Window and it will freeze all background applications every 3-5 seconds. For example, I can put Chrome/AMD Radeon Software Center, ICUE, on my second monitor, and every 3-5 seconds they all turn grey and say "not responding" only when FFXIV is in borderless windows.

As mentioned before this only happens with FFXIV, as Warzone, WoW, ESO, Warhammer, Apex, etc all in Borderless Window do not cause this issue at all. Even FFXI doesn't have the issue.

Things that resolve and re-create the issue are these main 2 things. If I set my main monitor the ASUS 32" to less than 100hz it resolves the issue, also if I run FFXIV in FullScreen it resolves the issue. If I set my monitor back to 144hz, the issue comes back in borderless window.

Not Square-Enix support or anything here, but...

I see you have Wallpaper Engine installed; out of morbid curiosity, are you running it? I had horrific performance issues with FFXIV in borderless windowed mode—hanging the system, freezing other programs entirely, etc.—until I turned my desktop wallpaper static; I don't know why on earth it was so badly affected by that, but those two programs did not want to play nice with each other.
