Bow Shock is mostly fine in my opinion with it being an ogcd. On the other hand, Sonic Break is weird with it being a weaponskill with a 60s cooldown.

just saying that there is "no intended rotation" for jobs on the forums does not change that there is one that is factored in with initial implementation for jobs and changes.
In some jobs they are mostly superfluous. Both Gunbreaker's Sonic Break and Blackmage's Thunder III could be dropped from the rotation and how both jobs' play would be relatively unchanged.
