Have you set your duty finder to all languages? You're on a Japanese data centre (same as mine) - if you don't set it to pair you up with Japanese players then it's trying to assemble an all-English party for you.

Look for a gear icon on the top bar of the duty finder window.

This is usually the answer. Que with japanese set as a matchable language(closer to prime time is better but not required) and your wait should be much shorter. Im under the impression that japanese players dont do the ilvl cheating to avoid the harder raids that is so prevalent on NA servers, so it shouldnt be too bad at all. The same technique or putting up a party finder will get you through the old eden tier too.
