i2501 Error brand new account

I just bought FF on steam and wanted to buy the story skip and a job boost to get my character up to shadowbringers so I can level and play with my friends that already play. However i get the i2501 error in the mogstation and it wont let me buy anything, add any credit cards, etc.
It's so frustrating as a new player. The external outside of game services seem awful so far.
I have waited 4 days and still the same issue, I contacted support and they told me I had to wait another 24 hours?

Why is this happening? Before anyone comments about clearing browser cache, VPNs, firewalls etc. None of that matters, ive tried on multiple brower, multiple machines, incognito mode, on my cell phone using mobile data, had a friend try for me on his computer.

Do new accounts all just get auto locked?
