Recast time on Spells & Skills

Recast times are messed up for skills and spells, i doubt this is client side since the same thing is happening to the whm i was partied with, cure recast time for her was 5mins, my second wind and most skills recast time were 5mins. Weakness time was at 8mins and Master Guild support for crafting was at 1h and 8mins.
