Something has to be done. The roulettes are not enough anymore to fill the queues. We have too much content and there are not enough people in the roulettes to fill all those 8-man trials and 24 man raids. The roulettes worked in ARR and HW, but nowadays you have to wait for hours to progress through the stuff.
I have an AUS friend who regularly encountered 1.5 hour queue times while trying to progress through Omega normal. I once waited 2.5 hours to get into one of the stormblood Alliance Raids. Even during off-peak hours, that's pretty excessive.
This issue seems to unsurprisingly affect ilevel-cheese prone duties like Normal Raids and Alliance Raids the most, so fixing that may be a reasonable place to start.
99% chance they are on one of the Japanese data centres but didn't have their duty finder set to include Japanese. They play on NA during offpeak hours, so I guess it's the 1%. You may want to enable other languages too. I don't know how much of a difference it makes, but I think I've only encountered one other player not speaking English anyway, and it didn't affect the duty at all so it can't hurt either.
To add, enable Join Party In Progress in your Duty Finder settings.
That way you can jump ahead in line when a party needs a member after one had dropped/got kicked while already in a Duty.

Add in the fact that even without that element, you're naturally going to have less people queuing who are eligible for the Lv70 raids than the Lv50 ones. If you assumed an even spread of people of various levels queuing, anyone at levels 50-69 isn't able to access Ivalice even if they wanted. That's two thirds of the roulette automatically ineligible, and likely to drag the last third down to their level. Assuming that third aren't the ones who are cheesing...

Honestly if its too much work or they simply dont want to, to not upset ppl, then pls, just give us a roulett for each of the raids...
Lower ilvl sync on the old ARR 24 mans would be a start. Veteran healers don't care if we need to heal, but right now we don't. We want interesting things to do during the downtime other than a 30s dot and a single filler spell that hasn't changed from lvl 4 to lvl 90.
Dead DPS do no DPS. Raised DPS do 25/50% lower DPS. Do the mechanics and don't stand in bad stuff.
Other games expect basic competence, FFXIV is pleasantly surprised by it. Other games have toxic elitism. FFXIV has toxic casualism.[/LIST]
