Are they even in the game? If so, where? And if not, why not?

You have to rank up with the beast tribes in order to buy them from them.
Sometimes they're available in the moogle tomestone events.
I mean for the base game. Like the Kobolds, the Ixal. Those ones. I have them maxed but havent seen the rolls in the vendors... I was just wondering if they were maybe obtained another way. But Im assuming they're just not in the game.
Check the vendors again. I dont remember all of them having music, but a few of them do for sure. And be sure to check both gil and special currency, because some items are only on one list or the other.
Smoulder (Amalj'aa) and Flibbertigibbet (Sylph) are available from their respective currency vendors. I can't remember if they unlock at Trusted or Allied.
As far as I know, the others were never added.
You're only checking their Gil vendors.
You buy them with the beast tribe's unique currency (sylphic goldleaf, rainbowtide psashp, etc.)
I wasn't only checking the gil options. I was checking each and every option.
That's what it seems like. Figures the only ones I actually want don't even exist. Oh well.
I am sorry to also confirm that Orchestrion Rolls for Gluppity-Schlopp (Kobolds), Breathless (Sahagin) and Far from Home (Ixal) were never added. As for the why, I cannot say for certain, but it may do with the fact that, unlike Smoulder and Flibbertigibbet, the other ally tribe themes were not composed by Soken, and thus there may have been some trouble getting the music into the game as orchestrion rolls due to licensing.
Something similar happened in regards to the original version of the track Fiend, which is utilized in Sephirot's battle. IIRC, they bought a guest singer for the song, but have since had trouble with licensing. As a result, an alternative version of the song is instead used for the Orchestrion Roll, and instead of Fiend playing with the associated bird, we get the generic Warring Triad music instead. This point in particular was directly addressed by Soken himself during a Live Letter, but I am hard pressed to remember which one it was.
We have not seen any similar sort of problem occur since then, and these cases only appear to have happened because they were released before the Orchestrion was actually available, or around the same time, like Fiend was. Now, if a guest composer/singer comes into to create/participate in tracks, I think having the track playable as part of the orchestrion is written into whatever contracts they sign.
