Depends on how long the cooldown would be, but that would be a middle ground yes, I agree with you on that aspect, and also no teleporting to an aether if you haven't been there already.
30-45min cooldown between teleports would be alright, or depending on how far you go will determine the cooldown in which you can teleport to another Aether:
From Ul'dah
A) Teleport to Camp Black Brush= 3 min cool down
B) Teleport to Camp Drybone= 5 min cooldown
C) Teleport to Camp Horizon= 5 min Cooldown
D) Teleport to Gridania= 8 min
In Short.. how ever long it would take you on Foot to get to X Camp, that's how long the cooldown timer should be
I kinda like that Idea that way Anima points arent a factor its the timer, and it would encourage Teleport for gil Economy.

It takes longer than 10 minutes to get from Uldah to turning leaf. And limiting yourself to playing only with your friends isn't what I would call a solution.I tell the people I am doing a "Unexpected moogle!" to wait the 10 minutes it takes me to get to turning leaf, if they are really in a rush I tell them they can find someone else.
Then again this is why I only do events with my friends, I know well ahead of time where I need to be and when. Amazingly enough if they have to wait for a few minutes they do something MAGICAL! they don't care and wait for 2 minutes.
Until 2.0, I wouldn't touch anima. Higher regeneration wouldn't be a bad thing in my eyes, though, as the current game world is such a bore to traverse, that I honestly use anima whenever possible simply so I don't have to trudge through it anymore
Saying that, come 2.0, and hopefully a more defined and interesting world map with more travel options, I believe anima should be nixed completely. Keep the crystals, but greatly limit the amount, and put them in very key locations, such as important leveling zones or some such. Instead of using anima to teleport, make a quest line that involves getting a crystal pass from your grand company, and finding/marking those crystals on your map, and paying a fee to teleport from town to one of the crystals

How did you get a "Random moogle" in Ul'dah? A linkshell member perhaps because I doubt you turned up in Ul'dah and seen someone shouting for it. I shall amend my time statement as well I say it would take perhaps 15 minutes to get to Turning leaf (or at least the aetherite so you can spend a whole *GASP* one anima.
There are plenty of ways to save anima and cut some time off as well, run to the grid zone line and then port (5 min) Airship then port (5 min) (8~ish if you choco from grid)

That's how I do it, I have 100 anima >.> Even when doing my jobs and helping people out never went below 80 anima.
Has anyone given any consideration to the fact that, after 2.0 is released, its possible they will just reduce the number of places you can port too by removing crystals from the map? I mean, if everything is going back to being zones, and there is only 1 camp for every 3 zones instead of a camp in every zone, wouldnt that then solve the issues with anima? They wouldn't even have to reduce the amount of anima everyone regenerates since you would still have to do a fair amount of traveling on foot or chocobo even if you did port everywhere. I can only hope that this is what happens, but I have no evidence that this is what they are going to do, only a vague sorta hope

i have stated many times that anima restructuring now is pointless. The new maps will be smaller zones ad its obvious that things will change. However in the ifrit quest you see one of the aths get destroyed, so its my guess that atheryete removal will be written into the lore and they wont be able to give any details yet.
My prediction is that with world changing events the ather in the planet will be diminished allowing in far fewer means of teleportation.
OP's idea is not a bad one at all.
Hope the dev's take some thought and consideration into it.
