    Balmung is frequently a congested world. You can transfer from a congested world to a preferred world free of charge. SE will even give you 10 gold chocobo feathers to trade at the calamity salvager as a population balancing incentive. You can check world status here:

    Yes. When you server transfer, you can transfer to any server on any data center—provided that the desired server is not Congested.

    Do keep in mind that transfers are only free if you go from Congested > Preferred World. I don’t think Congested > Standard World is a free transfer. But I could be mistaken on that.

    EDIT: Here is the World Status page that lists Congested/Standard/Preferred world. So far, Balmung isn’t congested, but I’d wager there will be an update to the status of various worlds soon (probably around 5.3), so you could hold out until then, or just pay a transfer fee now. It’s $18 USD—not sure what that might be in your currency.
